Ohio Residency
NEOMED is a publicly chartered and funded institution in the state of Ohio. The charter mandates giving admission preference to residents of the state of Ohio. Also, only U.S. citizens or permanent residents may be considered for admission to NEOMED.
NEOMED is in full compliance with the Americans with Disabilities Act, Section 504 of the Rehabilitation Act of 1973, and will provide appropriate accommodations for qualified applicants.
Students wishing to apply for a change in residency status for tuition purposes must file a NEOMED Application for Ohio Residency, along with supporting documentation, at the Office of the Registrar (students applying to the B.S./M.D., Bacc/MD, or Post-Bacc/MD programs can file for a residency status change at their undergraduate university). Application materials and all appropriate documentation must be submitted by the published deadlines below. Additionally students may also now submit their application via the Banner Self Service secure document upload. Students will be notified of their status as their application is reviewed; depending on the volume of applications received, this will take at least a few weeks and may be months. Applications are reviewed in the order received.
Please note that students are expected to make full payment (including nonresident fees) by their appropriate payment due date. Payment deadlines cannot be waived or extended while a student’s residency is being reviewed. Retroactive residency determinations cannot be made for tuition surcharge purposes.

A student denied classification or reclassification to Ohio Resident status for tuition purposes may appeal the denial to the Residency Appeals Committee within fourteen calendar days of their denial notification. This appeal should be submitted in the form of a letter to the NEOMED Ohio Residency Officer (Registrar). The registrar may transmit this letter to the Residency Appeals Panel who shall conduct a hearing on the merits of the previously submitted NEOMED Application for Ohio Residency. The student may request in this letter to appear personally before the committee. The decision of the committee shall be final.
A student has the burden of persuasion by clear and convincing proof that s/he qualifies as a bona fide resident. The Residency Appeals Panel may require the student to submit evidence in support of the statements made on his NEOMED Application for Ohio Residency. The committee shall not be bound by the usual common law or statutory rules of evidence nor by any technical or formal rules of procedure. The committee may admit any relevant evidence in support of the student’s claim or in opposition to it, and may exclude evidence that is irrelevant, cumulative, or is lacking in substantial probative effect. The Residency Appeals Panel may make rules of procedure consistent with this regulation.
A student who knowingly submits a false claim or knowingly gives false evidence in support of a claim commits an offense against NEOMED and may be subject to disciplinary procedures.
For purposes of residency determination, enrollment of 9 credits or more will be considered full time.
Effective September, 2011, a provision was established to allow students who graduated from an Ohio high school then left Ohio the opportunity to establish Ohio residency for tuition purposes without the twelve month waiting period. The student must provide proof of graduation from an Ohio high school, documentation of address in the state of Ohio, and have legal status to remain in the United States.
Complete the Forever Buckeye application, and submit with high school transcript (diploma not acceptable) and lease by the Ohio residency deadlines.
Section 702 of the Veterans Access, Choice, and Accountability Act of 2014 requires schools to bill covered individuals (using Chapter 30 Montgomery GI Bill, or Chapter 33 Post 9/11 GI Bill) at the in-state tuition rate if they meet the requirements of the law. Ohio Revised Code 3333.31 further specifies that these individuals may be fully classified as in-state residents for tuition purposes.
For individuals who believe they may be eligible for classification as a resident for tuition purposes under this provision, the following items must be documented:
- Live in Ohio while attending NEOMED (as demonstrated by your local address on record with the university)
- Submit a Certificate of Eligibility with entitlement for Chapter 30 MGIB, or Chapter 33 Post 9/11 GI Bill. All military/veteran’s benefits documents should be routed to the NEOMED Financial Aid office.
- Provide a form DD-214 (Member 4) Certificate of Release or Discharge from Active Duty. Note that the Service Member must have been discharged within the past three years, and the active duty period prior to discharge must have been greater than 90 days.
