CARES Act Emergency Grant Program Information
The Northeast Ohio Medical University signed and returned the Certification and Agreement for the Higher Education Emergency Relief Fund (HEERF I, II, and III) and assures that the institution intends and has used no less than 50 percent of the funds received under Section 18004 (a)(1) of the CARES Act to provide Emergency Financial Grants to students. Below you’ll find more detailed information on how the funds were allocated to our students, and how the university used our allocation.

HEERF I, II and III student portion reporting
The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students.
NEOMED has been awarded a total of $272,933 in funding, of which a minimum of $136,467 must be awarded to students who can demonstrate an emergent financial need as it relates to the change in curricular delivery related to the COVID-19 pandemic.
The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the HEERF I
As of July 20, 2020, a total of $153,430 will be disbursed to 159 qualifying students.
Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
Students were provided an application form that asked them to articulate their circumstance(s) related to an emergent expense related to the change in curricular delivery due to the COVID-19 pandemic, medical expenses or child care expenses and to provide supporting documentation. The application cycle is opened from April 27, 2020 through June 26, 2020, when it is anticipated NEOMED will return to curricular delivery on the Rootstown campus.
The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
The CARES Act Emergency Grant Fund is opened to any student at NEOMED enrolled in the Spring Term, 2020 in any program, providing the program was not delivered exclusively online at the time of the start of the pandemic. A total of 942 were enrolled in the Spring Term of 2020. Students who were placed on a leave of absence or withdrew from curricular activities prior to the COVID-19 pandemic were not eligible.
Expanded guidance has also made the CARES Act Emergency Grant eligible to students enrolled in the Summer Term, 2020 (a total of 503 students) and the Fall Term, 2020. Students engaged in fully online courses are not eligible.
The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.
Students must demonstrate they had an additional expense(s) due to the format change of the curriculum from in-person delivery to online, additional childcare expenses or have medical expenses not supported by insurance during the pandemic. Students must be able to supply supporting documentation that demonstrates their exact cost. Student awards will be given for their actual expense, up to $1,000 cap.

NEOMED has been awarded a total of $136,467 through the HEERF II program to award to students. Amounts varied based on the student demonstrating a financial need. Neediest of students were awarded $150, while those demonstrating less need were awarded $100.

A total of $135,850 was awarded to 959 qualifying students as of March 29, 2021. $617 will be used as part of the awarding of HEERF III dollars.

Students were not required to apply for HEERF II funding.

Funding was provided to all enrolled students to offset an additional fee assessed due to the addition of a medical practice on the campus for the purpose of assisting students during the COVID-19 pandemic.

NEOMED received a total of $317,054 through HEERF III funding. With the addition of $617 in carryover funding from HEERF II, the university was able to award $317,671 to 296 qualifying students.

The qualifying students received $1,074 in HEERF III funding, for a total of $317,671 disbursed.

Students were not required to apply for HEERF III funding.
The method(s) used by the institution to determine which students receive Emergency Financial Grants and how much they would receive under HEERF III.
HEERF III funding was awarded to students whose student financial aid profile showed they demonstrated a strong financial need for assistance through the use of the Federal PELL Grant during undergraduate studies. Students who had a PELL Lifetime Eligibility Usage of 150% or higher were awarded a grant through HEERF III.
