Operation, Regulation, and Control of Motor Vehicles on Campus Policy

A. Purpose

This Policy is adopted in furtherance of the delegation of authority by the Board of Trustees to the NEOMED Police Department to regulate and control motor vehicles on the Rootstown campus consistent with the provisions set forth in O.R.C. Section 3345.21.

B. Scope

This Policy applies to all individuals who are present on the NEOMED campus, including but not limited to employees, students and visitors who may be driving on all streets, roads, and access drives, as well as all parking lots located on the NEOMED campus.

C. Definitions

This Policy hereby incorporates, as if rewritten herein, definitions as set forth in Title 45 of the Ohio Revised Code.

D. Policy

  1. Under the authority of Ohio Revised Code Section 3345.21, the Board of Trustees of NEOMED has adopted Title 45 of the Ohio Revised Code for the regulation of motor vehicles on campus.
  2. The Board of Trustees of NEOMED specifically authorizes the NEOMED Police Department to enforce all sections contained within Title 45 of the Ohio Revised Code on all applicable streets, roads, and access drives on campus.
    1. The NEOMED Police Department is authorized to enact speed limits within the guidelines of Title 45.
    2. The NEOMED Police Department is authorized to erect and maintain traffic control devices (including speed limit signs) as defined in Section 4511.01 (QQ) of the Ohio Revised Code.
