Appendix A – COM Procedure for Appointment, Promotion, Reappointment, and Evaluation of Non-tenure Track Faculty

J. Procedures for Processing Appointments and Promotions

  1. Appointment
    1. Faculty in Non-Clinical Departments – Search Committees
      1. Where appropriate, when a non-tenure track position has been authorized, the Department Chair will propose a search committee to the Dean who will appoint the committee.
      2. A duly constituted College of Medicine search committee shall function as the Faculty Appointments and Promotions Committee for a candidate who is recruited through an appropriate search process.
      3. The Search Committee’s recommendation will be forwarded for review and recommendation in sequence to the Department Chair, Dean, and President for transmittal to the Board of Trustees for final action.
      4. The President or President’s designee will notify the candidate of the action of the Board of Trustees.
    2. Faculty in Non-Clinical Departments – No Search Committee
      1. In the case where no Search Committee is involved, the Department Chair will forward a recommendation and current curriculum vitae to the Faculty Appointments and Promotions Committee, except those appointments which are solely within the purview of the Dean.
      2. Positive recommendations by the Faculty Appointments and Promotions Committee shall be forwarded to the Dean.
      3. The Dean will make his/her own recommendation and forward it and the positive recommendation of the Faculty Appointments and Promotions Committee to the President.
      4. Positive recommendations by the Dean shall be forwarded to the President for transmittal to the Board of Trustees for final action.
      5. The President or President’s designee will notify the candidate of the action of the Board of Trustees.
    3. Faculty in Clinical Departments
      1. The faculty candidate must submit a completed “Appointment or Promotion Application for Non-tenure Track Faculty”, a letter of support from the hospital Department Chair or other appropriate supervising physician to the appropriate College of Medicine Department Chair.
      2. All recommendations for appointment, except those which are solely within the purview of the Dean, will be forwarded to the Faculty Appointments and Promotions Committee for consideration.
      3. The Chair of the Faculty Appointments and Promotions Committee will forward all positive recommendations to the Dean.
      4. The Dean will make his/her recommendation and recommendations for appointments from the Dean shall be forwarded it and the positive recommendation of the Faculty Appointments and Promotions Committee to the President for transmittal to the Board of Trustees for final action.
      5. The President or President’s designee will notify the candidate of the action of the Board of Trustees.
  2. Promotion
    1. Faculty in Non-Clinical Departments
      1. By July 1, a faculty member shall notify the Department Chair of the intent to stand for promotion.
      2. By August 1, in the case of promotion to Professor, letters of recommendation from at least two individuals who do not have a conflict of interest and who are mutually acceptable to the Department Chair and the faculty member, who are professionally qualified to render an opinion about the suitability of the candidate.
      3. By August 1, faculty members seeking promotion shall submit one copy of the completed “Promotion Dossier for Non-tenure Track Faculty” to the Department Chair.
      4. By October 1, the candidate’s Department Chair will forward the dossier, his or her letter of recommendation, and the external letters, if appropriate, to the Faculty Appointments and Promotions Committee.
    2. Faculty in Clinical Departments
      1. By July 1, a faculty member shall notify the College of Medicine Department Chair of the intent to stand for promotion.
      2. By August 1, in the case of promotion to Professor (Track 1), the required letters of recommendation will be submitted to the University Department Chair.
      3. By August 1, the faculty candidate shall submit the completed “Appointment or Promotion Application for Non-tenure Track Faculty”, a letter of support from the hospital Department Chair or other appropriate supervising physician to the College of Medicine Department Chair.
      4. By October 1, the University Department Chair will forward the candidate’s application and supporting materials and his or her own recommendation for promotion and identify any special considerations contained in the letter of appointment, to the Faculty Appointments and Promotions Committee.
    3. Faculty Appointments and Promotions Committee Review
      1. By November 1, the Chair of the Faculty Appointments and Promotions Committee will forward its recommendations to the Dean and copy the Department Chair.
      2. In the case of positive recommendations, the Dean will make his or her own recommendation and will forward it with the recommendation of the Faculty Appointments and Promotions Committee to the President.
    4. Appeal of a Negative Decision
      1. In the case of a negative decision by the Faculty Appointments and Promotions Committee, the candidate will be notified by the Dean and be advised of his or her right to appeal the decision.
      2. Within 10 working days after receipt of the negative decision, the candidate may appeal to the Dean in writing.
      3. The Dean will review all materials submitted and may either:
        1. overturn; or
        2. concur with the decision of the Faculty Appointments and Promotions Committee.
      4. The Dean will inform the candidate of the decision after completing the review.
      5. If the Dean overturns a decision of the Faculty Appointments and Promotions Committee, he or she will notify the Committee and provide his or her reasons therefore.
      6. The decision of the Dean is final.
    5. Review by the President
      1. The Dean will forward positive recommendations to the President who will transmit them to the Board of Trustees.
      2. The President or President’s designee will notify the faculty member following favorable action by the Board of Trustees.
